I'm pretty sure the feed has been around since the plugins site
switched to Drupal. It's not readily apparent that it's there unless
you have Firefox or Safari and see the icon in the location bar, but
it's in the html at http://plugins.jquery.com/latest_releases:

Wish I knew how to make more items available in the feed.
