adding the following meta tag should disable it:
    <meta name=”SKYPE_TOOLBAR” content =”SKYPE_TOOLBAR_PARSER_COMPATIBLE”>
got it from:
http://lenss.nl/2009/03/disable-skype-icons-on-a-website/ (I didn't test it myself)

Having them uninstall the extension would be the best option, though ;)
