I don't know if it'll work 'cause you didn't post any XHTML, but you
could give this try:

if ('http://example.com/foo/bar.html' === $('a', $(this)).attr('href')) {
        alert('Hooray!');
}

PS: avoid using == and !=, instead use === and !==
