I'd suggest a simple solution here. Notepad+ (http://notepad- plus.sourceforge.net/de/site.htm) and Firebug Plugin for FF3.5 which has a nice Debugger incluced.
You might also want to try Amaya by w3.org (http://www.w3.org/Amaya/ Amaya.html) if you're looking for more IDE like editor than Notepad+.
