Right, this is sort of a long debate, which I see pop up on mailing lists for email servers. In the end, I think you need to go by the standards.
Just because hotmail breaks the rules, does not mean you want to punish some other user who does not use hotmail, just because they use a character in their email address that hotmail does not.
