[jQuery] why plugin function need 2 parameter sometimes

I don't see how maxentries as parameter is need in this code

jQuery.fn.pagination = function(maxentries, opts)

in some plugins, i see everything works fine with just something like
this

jQuery.fn.pluginname = function(opts)
