[jQuery] mailing list?

Hi,

Does the new forum offer the possibility of posting messages using an email 
client? (Or another standard Win32 desktop app?
(Does the new site has its own mailing list manager?)

PS. I ask this because a web forum is less accessible (for the screen 
readers used by the blind).
