Yosef, I believe the benefit of the current design is fluidity when
the user changes font-sizes.

This way, when the user changes font-sizes, you can be sure everything
grows proportionately.

With explicit font-sizing in units other than em, the document text
will re-flow and this can have undesirable, certainly uncontrollable,
results.
