Yes. naturally. Just like jQuery UI's JS files. They're always tied to a version of the library as a whole.
If your app is tied to a particular version of UI - you'll need to choose that version in the builder, but we'll likely only support 2-3 versions in the builder at a time. Legacy, stable, and preview. I'd say your best bet is to have your users choose the stable version in the builder (currently 1.7) and make updates to your app whenever stable changes (you'll need the new JS at that time anyway). I'd still recommend you link to ui.theme.css in the bundle for their theme file. That path won't be versioned.
