I sent that a bit too fast.
You can include

     overflow:auto;

on the first and third div. That does some of the rest,
but it ain't quite right. The arrows appear on the
inner side of the scroll bars, even if the scroll bars are not
there. IE7 behaves differently from Firefox.
   As a stop gap - I have some of the same problem -
I turn off resizing on the right side.
