My guess is both are binding to the document mousemove event, and responding
to the mousemove based on position, regardless of which is the topmost
element under the mouse. If you have some way to disable the mouse events on
the map, set it to disabled at the beginning of the dialog drag, and set it
back to enabled at the end of the dialog drag. See

The specifics of how to do that would depend of course on the map.
