If you want zero midi latency, get an external modlule to play your sounds, and use your computer only for midi control.

But believe it or not, sometimes under certain conditions,
with poorly configured devices, or inferrior hardware, or ceertain incompatibilities between drivers and hardware,
I have seen usb midi give significant latency.

But generally, audio latency is the issue, not midi latency.
