Are you sure you aren't actually in the synth rack? I know there can be some confusion and issue with it for me at least. There is bleedthrough from all other windows behind it mainly the track view and you have to route jaws cursor to one of the synths and left mousebutton on it for them to get focus. Even still, arrowing up/down does nothing except read the line that bled through from the window behind it - the track view.
