Found it.
You need to add the following to your servlets.properties file
found in the WEB-INF directory of your particular web-app
(see the default.cfg file for the configuration of web-apps).
jsp.initparams=keepgenerated=true,scratchdir=d:/tmp
This is a comma separated list of init paramaeters passed
to the jsp servlet. I created the directory d:/tmp and
then added the above line. This was all done with jdk1.2,
jswdk10ea, NT 4.0
