While I'm no authority, my guess is yes. At the JSP chat session with the JSP
authors earlier this week, they were very big on tag libraries. Cold Fusion
works exactly this way, with tag libs wrapping complex [D]HTML/COM
functionality. Hopefully once tag libs are well-supported, you'll see enough
of them to remove the need for any normal JSP author to have to code a single
line of Java.
