The answer, it seems, is a big NO!

I have looked long and hard for this, but no matter where I seek, no-one
knows the answer, and so I have concluded, the answer is no.

HOWEVER, there is a workaround: Set up a NT telnet server (Georgia
Softworks or the like) on the machine running JRun, and use the NT telnet
client to telnet to the server and restart the server from the command line.
