I sent an email to the Jakarta project as many of you had contacted us about
how to actually get the code. Here is a snip of the reply:

The sources are available for download through anonymous cvs. Instructions
are

The binaries are not yet available, but will be very soon.

So there you are. Basically you can use the code as it gets developed, with
no more waiting for the next release. As new code is added you can download
and include it in your build.
