There was a bug related to this topic in Tomcat 3.1 releases before the final
release last week, that has subsequently been fixed. Could you please try it again
with the Tomcat 3.1 final release.

As with all implementation-specific problems, you will do much better asking
questions like this on the mailing lists specific to that implementation. In the
case of Tomcat, the relevant list is [EMAIL PROTECTED], which you can
subscribe to on the Jakarta web site <http://jakarta.apache.org>.
