I don't use Tomcat in conjunction with Apache but I do use tomcat.  I don't
think that should make a difference.  Anyhow all that you have to do is
delete the .class and maybe the .java files in the work directory.   I am
pretty sure that you can set a specified reload interval as well. so it
won't look for a new version of the JSP until the specified time interval
has expired.
Here is an example is an example path of one of the generated .class files

Tomcat
3\work\8080%2FAddressChange\_0002fjsp_0002fvoBorder_0002ejsp_0002fjsp_0002fv
oBorder.class
