As the primary author of the Struts Framework
<http://jakarta.apache.org/struts>, which utilizes passing values between
servlets and JSP pages very heavily, I can assure you that I have found this
feature to work in Tomcat 3.2.1 standalone (which is the only way I ever run
Tomcat).

Can you create a simple test case that illustrates the problem? If so, please
post it with a bug report to the Tomcat bug tracking system:
http://nagoya.apache.org/bugzilla/
under product category "Tomcat 3".

I normally run Tomcat under Linux, but will send you the batch file that works
for me on my Windows based laptop. Any further conversation on this topic
should really happen on the [EMAIL PROTECTED] list, because
Tomcat-specific issues do not really belong here.
