you don't have described your weblogic.properties-Entries for JSP ...
Make sure the properties look like this
weblogic.httpd.register.*.jsp=\
weblogic.servlet.JSPServlet
weblogic.httpd.initArgs.*.jsp=\
pageCheckSeconds=1,\
compileCommand=/opt/java1.3/bin/javac,\
workingDir=/opt/weblogic/qv_internet_tst/classfiles,\
verbose=true
