1)

    select * from description where name like <%= "'" +
request.getParameter("name") + "'"%>
  </sql:query>
2)
<sql:query>
    select * from description where name like '<%=
request.getParameter("name") %>'
  </sql:query>

Both (1) and (2) don't work.
