Actually there is a piece of software available
which not only blocks but will tells me who is trying
to login in to your PC and at which port.
This software keeps a log.
This software also gives me their IP Address and domain name if they have one.
 
This software is very successful at blocking ,
You can install it on 95/98/Me/NT/2000.
This software is also free for home use.

windows 98 does not provide  worth wile security ..where as the win NT is secure .the user name and password are the points to determine the person using your system ..
on the network  the log file in win NT can tell you what is happening where and which system is doing this , by getting the internal local IP address you can determine who is accessing your system.
also if your system is standalone then you can check the last login name ...in the startup /////so one aagain you can determine
