A few things..
        1) I dont think you actually have to do add the context in your
server.xml
           - if you place your activeuser directory into your webapps
folder, it should automatically place a context for it into activeuser (not
tested by me)
           - if you place a war file for you directory into the webapps
folder it will be automactically deployed (tested by me and thousands of
other :))
        2) In the event that you have to place context into you server.xml:
                a) make sure it is in the correct location (above the
example context is great)
                b) make sure you did it in correct XML syntax.
                        - In your example you did not have a </context> to
show tomcat where your context definitions ended. That could cause all kinds
of problems.
        3) Next time that you have problems starting Tomcat.. please cut and
paste the error that shows on the console.. if it doesnt start.. there WILL
be an error. That helps us to figure out what is wrong.
        4) Post tomcat specific questions to tomcat mailing list. Go to
jakarta.apache.org and look for their mailing list.
                - You'll get more answers and faster.

yes when I use it as I downloaded it, it works fine, when I start tomcat4 I
get the catalina prompt :

Starting service Tomcat-Standalone
Apache Tomcat/4.0.1
Starting service Tomcat-Apache
Apache Tomcat/4.0.1

BUT when I add a context to server.xml, it does not work at all, there is no
catalina
