I think you might have been thinking "system" (Windows/linux) users and not tomcat 
users.
Please see my previous notes, they show you how to add the users in tomcat-users.xml

You'd do it the same way.
You'd open up the tomcat-users.xml file and enter those lines that aren't there. <role 
rolename="admin"/> adds the admin role. and <user name="tomcat" password="mypassword" 
roles="tomcat,admin" />

Adds a user named "tomcat" with password "mypassword" that is in the roles 
"tomcat,admin" />
