There's several issues you need to cover. First, you should read the JSTL specification, which is available at <http://java.sun.com/products/jsp/jstl/>. Just cover the 1.0 specification for now (not 1.1). You won't be able to use an implementation of 1.1 for a while. Second, the JSTL requires a web container that supports JSP 1.2. The iPlanet web container has several versions, some (all?) of which do not support JSP 1.2. You'll have to verify that part yourself.
