Yes, keeping a track of the duplicate headings makes more sense, that way the 
anchors would be more robust.

What I meant is that if I send you a link which says "look here, 
http://ourwiki/wiki/FooBar#section-heading-72";, the link won't be usable after 
any edit to the page.  So I would like to avoid that.
