added both patches in 2.7.0-svn-13

btw, is there any particular reason PluginResources_nl.properties and 
PluginResources_zh_CN.properties are under etc/i18n/com/ecyrd/jspwiki/plugin 
instead of being under com/ecyrd/jspwiki/plugin?
