Tabs on Admin.jsp don't work

Invoking admin/Admin.jsp shows a screen with multiple tabs (Core, Users,
Groups, Editors, Filters) , and also "subtabs" for each of them (for Core this
is Core bean, Search Manager, Plugins)
The initial screen shows Core , Core bean.
Mouseclicking on either of the tabs does not seem to have any effect, it keeps
showing the Core, Core bean tab.
No JavaScript errors on the console.
Workaround is available by using the jconsole.
