I think it should be to the section that he was looking at when pressing the
section-edit link. Yes some people can change the section that they are editing
by changing the URL but surely not that many would do that? There again, if the
return if based on the section that someone is editing currently rather than
where they came from, then it might be easier to just go to the top of the
current section.
Sorry, mixed message here. Probably in conclusion: which ever is easier to
achieve!
