Hi!
I don't believe this to be very useful for three reasons
1) ReleaseNotes is targeted as a quick-glance thingy for checking what
is going on.
2) JIRA does not contain the full changelog, since people work on
stuff which is not in JIRA and may give people a false idea about what
happened
3) ChangeLog contains the full description already.

All committers administer the incubator project page :-). Check
