I'd almost call this done:
We have more than three independent, active committers.
We have increased our committer count by two during incubation.
We are all still friends despite arguments on the mailing lists.
We're taking in patches from people outside the committer community (even
though we're not taking *all* of them, even if they deserve to be included).
