Yup, priha supports XML import, but currently there's no way to call the Workspace.import() method... (It's not in the standard). You would need to write a small program which does that.

It might make sense to make it a JSPWiki component which you could simply run from the command line.

Also, I have not yet tried to do an XML import myself either, so I don't know whether the XML output from Export is valid in any way.
