If it is to be included at all, I would place it under WEB-INF/misc 
so that it can be copied one level up by geronimo users.

If we start placing extension configuration for servlet containers directly 
in WEB-INF (resin-web.xml, geronimo-web.xml, etc.) it will become cluttered fast
and servers like WebSphere probably will choke on those extra files.
