It didn't work: I'm getting the same error message as before.

Looking at the decompiled code from the .war I believe the problem is with the 
if statement around the code copying the policy file in 
AuthenticationManager.findConfigFile(): instead of

    if(path == null && engine.getServletContext() != null)

it should be

    if (path != null ...

because we want the file to be copied if the resource is found in one of the 
above calls. Do you agree?

Also the log-entry says:

We found security policy URL: bundle://1.0:1/WEB-INF/jspwiki.policy and 
transformed it to file /WEB-INF/jspwiki.policy

Shouldn't it be: ... to file <tmp-file-name>?
