OK, you're in the same situation I was with Roller, as an Admin I can see the 
permissions necessary (thankfully Roller has it right already) but I can't 
change them.  I don't know if Janne (as the JIRA project owner) can make this 
change; otherwise, you might want to make a request to the Infrastructure JIRA 
(https://issues.apache.org/jira/browse/INFRA) for them to take care of this.  I 
think this is an important change, if someone accidentally posts sensitive data 
they need to be able to immediately delete it rather than have it sit for 
several hours/days before someone with the proper rights can.
