Your proposed new layout looks good, although jspwiki-war should probably in 
standard Maven directory layout (no etc or tests folders anymore, just 
src/main/java and src/main/test, etc.)
i.e., maybe https://issues.apache.org/jira/browse/JSPWIKI-768 should be done 
first.  A sample Maven configuration would be nice if you have it already.
