Oh, that explains it. In that case, you can't rely on instructions for a standard install to apply. Personally, I would never use a package manager for something like this. Most of the truly goofy problems I see on the Tomcat mailing list are from people trying to use a x-distro-repackaged "Tomcat" instead of a standard one. What does /usr/share/doc/jspwiki/README.Debian say? Anything useful? Alternatively you could ask on an Ubuntu list, but if it were me I'd uninstall it (along with Tomcat) and download copies straight from the original providers, so I could use the real documentation.
