rules", so when editing member-only pages & user is not in editor's group

If you're on 2.5 branch you could also take a workflow approach to achieve
this, PageManager has some inner classes to handle pre&post save page
actions, and at the end of this class you also have a changeAcl() method
inside SaveWikiPageTask inner class which could be useful too

Well, I'm really hoping it doesn't take coding to provide this kind of
functionality, or my guess is that we've failed in the ACL department.
It shouldn't require an expert Java/JSPWiki programmer to tackle what
to my way of thinking is a very common implementation scenario. This
should be a configuration/installation issue, not a coding one.
