jUDDI is an implementation of thew UDDI spec. I would say it is one of the building blocks to get to governance. Both commercial products you mentioned have many more features that go beyond UDDI
and add other features that make up governance.

Note that UDDI is well defined in the spec, governance is not. So different people may have a different
expectation on Governance. What features are you looking for?
