Updated version of create_database.sql file for Ingres as will as cumulatiing 
previous patch.

With this additional patch, the JBoss ESB AOPUnitTest passes successfully. It 
seems the test is trying to use a larger value in the 
BINDING_TEMPLATE.ACCESS_POINT_URL field than 2000 characters which is what all 
the databases create by default.
