Description: Now allowing the juddi.server.baseurl token to be set in the
juddiv3.properties file. The ${juddi.server.baseurl} can then be used in
AccessPoints. (was: On startup of the registry, after the db is seeded, query
for the registered services and add the current endpoint of this service, if it
is not already there.)
