The replication API is not supported. I believe the problem with Tomcat you're experiencing is an issue with the version of Axis that is bundled with jUDDI 0.9rc3 (bundleds Axis 1.1 final). I plan to produce 0.9rc4 over the next couple of days which includes Axis 1.2 final and should take care of this problem.
If you don't want to wait you can pull jUDDI from CVS and build it yourself.
