On an interesting note (still no answer, but this makes it "curious")...
I reduced it down to just a simple HTML page with just a mailto link, with the japanese characters in the body of the mailto tag. I brought this up on a Japanese PC, and it sent garbage to the outlook mail body window... So we are on the same footing as before. Now, I view source, save it to the desktop, open that file, save it as unicode. Then when I open that file, and click the link, the mail body has the correct characters. In both cases, the source html file was on the desktop on the japanese PC. The key seems to be saving it as unicode before viewing it. So I put the charset on the meta tag on the html page, to all kinds of variants, but still no go. Does this ring a bell for anyone?
