With the RT, the tools code in juju has been made to work without the official
repository being available, so strictly speaking it is not a blocker. However,
under the covers the effect is that juju has a bunch of legacy code and the
tools fetching process is complicated. Once the repository is available, it
still needs to be populated and the tools code in juju cleaned up. My opinion is
that we could release 1.15 and ensure everything is sorted for 1.16.
