This will be fixed in 1.19.1.

Bootstrap will choose tools with the same major.minor.patch as the client
if available. If no matching major.minor.patch can be found, bootstrap will
log a warning and attempt to bootstrap with the most recent major.minor
(same as is done today).

Bootstrap will continue to set agent-version to the most recent matching
major.minor, so the machine agent will immediately upgrade to that when it
comes online.
