Unfortunately firewall-mode won't help. We still create the global group with that set to none to ensure we can access the instances via ssh. I filed a bug for making the setting do more what you want: <https://bugs.launchpad.net/juju-core/+bug/1464235> There may well be other issues with running on rackspace after this one.
