I'm not sure you've got my earlier reply to your question, please have a look at bug https://bugs.launchpad.net/juju-core/+bug/1321442 which I've started working on. My proposal is to allow specifying a "vpc-id" config setting - if set, it will be used if possible instead of the default VPC.
