I reviewed the ibm-xl-fortran charm today. The charm got my +1 and was promulgated to the recommended section of the Juju charm store.
This is a Power *only* charm only supported on ppc64le Ubuntu. The README clearly calls out this limitation and when you try to install on amd64 it correctly sets the status message with the information.
