We have not been doing a very good job of updating NEWS.md on the release-0.3 branch, so there's nothing specific. Lots of bug fixes have been getting backported, you can compare the commit list via https://github.com/JuliaLang/julia/compare/v0.3.0...v0.3.1 or similar url's.
